Symposium on Open Source and Open Course for E-Learning

This APEC Symposium took place in Hanoi, Viet Nam in 2006. E-learning most often means an approach to facilitate and enhance learning by means of personal computers, CD-ROMs, and the Internet. Open Source software can be freely adapted by any organisation or individual to explore a new idea about learning or technology, or to change the behaviours of software to address their own learners' particular needs. This Symposium had four explicit goals, as stated in the Summary Report:
- To inform the different beneficiary groups on the possibilities and advantages of Open Source and Open Course for E-learning with regard to good governance.
- To introduce the philosophy of Open Source and Open Course to all target groups and illustrate why it should be used instead of proprietary software and content in general and more specifically in the field of E-learning.
- To bring together the national government, the administration and universities with the software architects and thus promote the implementation of tailor-made Open Source and Open Course solutions for E-learning.
- To promote the formation of an Open Source and Open Course for E-learning community and thus foster the diffusion, the further development, and the use of Open Source and Open Course for E-learning.
